I think it might be easier if it just blinked n times for hour n, and, maybe, add a different colour blink to be 3n so that you don't have to count to 12.
Or, maybe use a binary code, each blink, having three colours, is three bits worth. I mean, if you are going to make it hard, why not really hard 🙂
